How to make macro available to all workbook w/o opening VBA
 
Store your macros in a file named PERSONAL.XLS. Save that file in your
XLSTART folder. From then on when you open Excel that workbook will be
opened also, but in a Hidden Window. The Macros will be listed when you open
Tools/Macros.

Is it mandatory to have the filename PERSONAL.XLS ?

Any workbook in the xlstart directroy will be opened when excel is opened.
If you hide it before you save it, it will be hidden when it is opened.

so the answer is no.
