I have the chance to tender for a deal for a Chinese bank, basically
producing portfolio recommendations. The software is in English but
presumably the machine it runs on will be running chinese windows. Does the
whole program then have to be translated into in Chinese by a biligual
programmer or can it run as is but just have a Chinese gui (would be nice
but I doubt it!).

Does anyone know is it a very big (and expensive) task to rewrite code in a
different language?

VBA itself is completely English, so no problem there. You do need to set up
the GUI in Chinese indeed.
