i need to sort a column in custom order. since this sheet will be open by
multiple users. i cannot add the sort order in excel's custom sort order.

can i write the sort order in a marco? or i can save the sort order in
specific file?

Dennis,

Go and create your own custom list...
follow Tools Options Custom Lists
Then once your list is built, it becomes available in the standard Data
Sort, where you select your new list as the sort option ...

but it didn't work for other users they don't have this order built.
can i save the order in a file? or write it in a marco?

If you look at that code again, you'll see that the custom list was added in the
macro.
