Creating a macro by using Excel

Hi,
I would like to create a macro by using Excel. The conditions are as
follows:
1.Have 10 groups and 10 subjects.
2.Each group has 10 choices to select the subjects according to its
preference (from most perferred to least perferred one).
4.It must be fair to every group.
5.If two groups choose the same choice, then it will use random method to
decide the final outcome.
6. Try to maximize the chance of every group to get its first few
preferred choices.

Would you please kindly advise me how to create this macro by using
Excel? Thank you very much.

Best Regards,
Claudia
