How can I use conditional formatting to shade the cell if its value is older
than today?

=A1<TODAY()

assuming the cell is A1.

If you want to use the default Cell Value Is dialogs rather than Formula is,
then

Select all the cells you want to format and do

format=Conditional Format

Cell value is Less than =today()-1

if you want to allow for blank cells

Cell value is between 1 and =today()-1
