Maybe the simplest way to "enhance" Excel's random number generator is to
use Excel 2003:

I talks about an Excel INI file. I don't find one for Excel 2002.

However, they also say at the bottom that the default was changed from 0 to 1
in Excel 5. They probably didn't change it back. To check that, I started
Excel and typed the formula =RAND() in a cell and noted the result. Then I
closed Excel, reopened it, and repeated this. The 2nd number was NOT the same.
So it has probably already been "enhanced".

Also note that the improved algorithm in 2003 only applies to the
worksheet function RAND(), not to the VBA or ATP random number generators.
