My workbook doesn't have min., max., and close symbols in the cor.
 

A protected workbook will not let me adjust the size to maximize it. It is
missing the symbols in the upper right hand corner, and it will not adjust
using the cursor.
Do you know how to fix it? I've tried everything I could think of.

Unprotect the workbook.

that is normal behavior for a protected workbook that has had the Window
part protected.
