can the data for a drop down list be on another sheet in the workbook or
even in another workbook .... If possible what is the process

You can use a list on a different sheet in the workbook, if you name the
range of cells that contains the list.

Insert =Name=Define

Name: List1 (or appropriate name)
RefersTo: =Sheet3!$A$1:$A$10

click the Add button

now in the data validation, when you select the list option, for the source,
put in

=List1
