Multi Selection List?

I know how to create a list of "selectable items" so that my users can
select from the drop down list but how do I change the available options
based on a previous selection?

if Cell F5 = "Toronto" then the list would be Y5 to Y 30 or something like
that
iv Cell F5 = "Heaven" then the list would be Y30 to Y40

I'm currently trying to force Date validation as "mm/dd/yyyy" but no matter
what I do it just doesn't seem to work any ideas? I'm going to keep
googling..
