How do I set up a macro using relative cell reference?

I would like to set up a macro using a relative cell reference (I am using
Excel 2002). The instructions say to click on the relative reference on the
Stop Recording toolbar. I do not have this toolbar. I cannot find it on the
toolbar list. How do I find this relative reference button, or how do I work
around it?

Start recording a macro
then do tools=customize
click on the stop recording entry

the toolbar should appear. The right button on the toolbar (2 buttons
total) is the relative absolute recording toggle.

Stop recording.

Now, if you start recording the toolbar should appear. If you close it by
using the X at the top, you will have to repeat the steps above to get it
back.
