I want to know if a row has been deleted or is about to be deleted?
 

I tried a lot of things. I can't find anything. Is there a way of knowing it.

No. There is no way to do this. Except maybe using some fanc
programming

I guess you could read what the Undo menu item said and indeed if it was
Disabled.

Once a file is saved (or closed), excel loses all the history for undo
As long as the file is not saved, changes can be undone.

Why not pre-number the rows?
