Not A Valid Add-In
 
I created an add-in in Excel and have restored a version that was
backed up to tape. When I try to install this restored version it
tells me "<path\FcstEnd.xla is not a valid add-in." If I try to open
it with File Open it says "<file cannot be accessed. The file may
be read-only, or you may be trying to access a read-only location. Or,
the server the document is stored on may not be responding." It gives
me the option of Retry or Cancel. If I choose Retry, the same box
keeps popping up. If I choose Cancel, I get another alert box that
says "Unable to read file." and just gives me the OK option.

Do any of you have any tips on how to recover this file. I would
REALLY appreciate any help.

Hello
Not too sure but did you simply check that the file was not Read-Only?
Right-click on the file in the Windows Explorer and choose Properties and
untick "Read-Only"
NB: This occurs when you burn files on CD-Roms for instance.
