Conditionally disabling formulas

I have two workbooks, one a .xls sheet containing a number of formula
and the other a .htm sheet to be used on the internet. The tw
workbooks are meant to be used together and involves making changes t
the xls sheet, then transfering and formatting the data to the ht
sheet. A number of other people will be using this program and I wan
to insure that the contents of a particular cell on the htm sheet i
not changed. If it is changed, I would like somehow to disable the us
of the formulas in the .xls file. Any suggestions on how this might b
accomplished?
I tried making the xls formulas conditional using an 'if' statement bu
this can be bypassed if only one workbook is open at any one time an
the user says no to updating the xls file with the contents of the ht
file
