I created a spreadsheet which is designed to print data into the proper
places on a complex (fill in the blanks) form. It prints fine on a HP 4000
laserjet but there appears to be scaling issues when I attempt to print on a
HP 700 series deskjet printer. Simply changing the margins does not correct
the problem.

I had to do a lot of this in the past, and there is no real solutio
other than trial and errror. You may need a separate row/column forma
for each printer. Not necessarily a big problem.

The aim is to have as few settings as possible with 'no margins' an
use the Excel topmost row and leftmost column width to position th
page. Try setting Excel to print top left on on *A3* paper even thoug
using something else.

You do not say if the scale changes as well, when it is not just
margin problem.
Check out the printer settings. Sometimes they do their own fit to pag
which can screw things up
