Lookup... round up
 

I've cheated and just added +20 at the end, this is a quick fix tha
isn't going to work on anything over 145 (this is because the rule
change for tax)

So I still need a way to force Lookup to look for the highest value an
not the lowest. which I hope I can add to an IF statment .. any ideas
