I think you'll have to use the MAPI add-in if you can't assume on the users
having Outlook.I have some code at work I'll dig it out tomorrow.
It's something like:
Set objSession = CreateObject("MAPI.Session")
objSession.Logon "", "", False, False, 0

Set objMessage = objSession.Outbox.Messages.Add

With objMessage
.Subject = Subject$
.Text = MessageText$ + Chr$(10)
Set objAttach = .Attachments.Add
With objAttach
.Type = 1
.Position = 0
.Source = Attachment$
.Name = "xxx.txt"
End With
End With

Set objOneRecip = objMessage.Recipients.Add
objOneRecip.Name = Recipient$
objOneRecip.Resolve

objMessage.Update
objMessage.Send showDialog:=False
objSession.Logoff
SendMessage = True
