Protecting cells if they are not blank?

I would like a macro that, when executed, will protect any cells within
a specific range which are not blank.

The application for this is we have a spreadsheet which is used by a
department's employees to signup for overtime, and once someone puts
their name on the list, we don't want anyone to just be able to delete
their name from the list without their boss knowing about it. So, I
thought that if I could create a macro that would check for data in the
cells that people put their names in, and if there is anything in the
cell, protect it, otherwise leave it open for the next person.

Ideas are appreciated in advance!

Thanks.
