Setting Toolbar height & width

I cannot get the toolbar to assume the desired width and height using the
.Height and .Width properties.

While you can't preset the .Height and .Width before adding the controls,
you can set them after all the controls have been added, to re-shape the
CommandBar. You need to specify exactly the .Height and .Width that Excel
would set for the shape you'd want; you can get those from the Watch window
after dragging the CommandBar to the shape you want it.
