Default In theory Excel vba work out a roster by itself

In theory, if Excel vba was given enough instructions could it work out a
roster by itself?

Say Monday through Friday, five employees, 2 full time, 2 part timer and one
casual.

IMO in theory yes it could. You can program your restrictions and
'roster assignment algorithmn'. Though doing this for a large number of
employees and shift types would be an *interesting* work ;-)
