Preventing partial row deletions to avoid row data shifts

Anyone have any ideas on presenting a user with a msgbox or form if a
single cell or range that is not an entire row is deleted and cell
shifted either up or left?

I've seen the question posed a few times in google for all excel
groups, but have not found any answers. Microsoft's site didn't yield
anything either.

I have some code that checks the integrity of the last row of
populated cells to see if the row number is the same and prevents a
save of the application if the row numbers are skewed, but I'd rather
stop any data shifts from happening with a message to the user that
deleting small portions of a row is not allowed and then cancel their
action if that is possible.

I've toyed with the idea of intercepting the built in dialog asking
whether to shift the cell up or left, (xlDialogDataDelete??), but
haven't been able to find much on that.

Any help would be appreciated.
