why won't vlookup("dp301",lookuprange,3,0) for ly and ,4,0 for ty work?

I want to copy all of LY and TY Sales to another sheet for
the specific Dept given. Any ideas??

This is actually a large file that copies multiple depts
on to different sheets and the vlookup links take up to 2
1/2 hours to update all links. Copying and pasting data
shortened process to minutes. Unfortunately, the number
of stores varies weekly and by depts.
