priority of short cut keys
 

Could somebody please tell me the priority Excel puts on
shortcut keys assigned in an add-in vs Personal.xls vs the
workbook itself?

Where should I put my shortcut key driven macros if I want
them to always fire regardless what workbook or addin is
active?
