Excel is very particular with CSV.

Even opening CSV (in VBA) has quirks...
Consistent importing can be achieved only by renaming the file to .TXT
before opening... then use OpenText method.

Saving delimited files, with proper quotes around items, and
"selectable" delimiter..

try ASAP utilities..
