Default UK Date Format

How can I change Excel 2003 to default to UK date format (dd/mm/yy) I've
tried re-installing, but I can get it to give me the option and have also
checked help on excel and tried everything esle i can think of!!

If i change the date format in the "format cells" option it gives me uk date
format but still assumes I am entering the date as an American!! so if I
enter the first of July as 01/07/06 it "corrects" this to 07/01/06, which it
then uses as the 7th of January.

any help would be greatly appriciated,
