Conditional formatting: NEED ANSWERS FAST!!!

First, I need to know if you can set a conditionnal formatting based on
the data in a cell other than the cell you are formatting.

I have two columns: one is, for instance, indicating the type of data
(Req, Info or Guide). I wish for the cell right to it, in the next
column, be formatted accordingly. (Patterns if the cell on the left is
blank or "Info", and a validation arrow if the cell on the left is
"Req" or "Guide").

I also wish for the cell to be red if "no" is selected for this same
validation arrow. (If I can apply the precedeeg settings, I guess this
one is just plain simple conditional formatting...)

Please help me: my project is on hold until I find the most practical
way to apply those settings automatically (It needs to be applied to
any added row or data without additional formatting).

Yes, set the condition from Cell Value Is to Formula Is, and add a formula.

That is data validation,l not conditional formatting, they are different
things.

Just set CF with a cell value equal to No.
