Can not scroll after using F2 to edit cell
 

I am able to scroll through an excel spreadsheet with my scroll button on my
mouse, but when I go to edit a cell by clicking F2, I'm not able to scroll
down the page to see what cells the function is referencing. I found it's
not my mouse since I tried to different brand new mouses. It is something to
do with an option probably in excel or with my mouse, but I can't find it.
