Default Disabled Drawing toolbar in Shared Excel 2003 spreadsheets

A user created several spreadsheets and has shared them on the network. The
problem now is that no one can use the Drawing tools in any of the
spreadsheets now. Is there a setting that needs to be changed to activate
this toolbar automatically when the spreadsheet is opened for anyone?

You have run up against one of the limitations of sharing workbooks.
