Well if the list of numbers is a continuous range you can do it in 3
operations!
Firstly % is just a format, but the number needs to be 100 times
smaller

so type 100 in one cell, select this cell and then select the range you
want to chance and choose paste special operation divide.

Then format your cell as a perentage
