This sounds like the results produced by the old 'Stoned' virus, is your
virus scanning up to date?

Yes it was being used on a networked multi-layered protected computer when it
happened

Floppy Disc has blocked all file access

You should never edit a workbook that is saved on a floppy disk. Always copy
it to the local hard drive first using Windows Explorer.

What happens is when the file is saved, Excel makes a file on the disk with
the new workbook, then deletes the old one. If the file gets to be half the
floppy's capacity, you get read-only/unable to open/memory errors.

Try to copy the file via Explorer, (or via the DOS Copy command), or
make another copy and try to open in Notepad (the display isn't good,
but you get to test the 'open' action.
