Why no XML in Excel 2003 with Office Standard?

Why is XML missing from Excel 2003 in Office Standard, but included
with standalone Excel 2003?

I have Office 2003 Standard. Is there any way to get XML in Excel 2003
without buying the standalone Excel 2003, or Office 2003 Professional?

I'm studying for the Excel 2003 Expert MOS test. I've never needed
Excel's XML features, and didn't even notice they were missing until
studying for this test.

I could understand the omission if the idea was to provide an incentive
to pay more for the more expensive version (Pro) of office. But if that
is the reason for the omission, why include it with the standalone
Excel??

I could also understand it if the idea was to remove enough features
from Office Standard to ship it on fewer discs than would otherwise be
possible. But if that is the reason for the omission, why not make it a
free download??
