Opens bhind other windows or minimized

We use Office 2003 and have noticed that if Excel is open and I try to open
another Excel file from an email or windows explorer the new Excel file opens
either behind the active window or minimized with the othere excel file. Has
anyone else had this issue and is there a fix?
