Well, no. I use a non-VBA worksheet function technique in some proprietary
workbooks. It's complex enough that I can't do it justice in a newsgroup post, and I have not had time to generate a web page describing it. Basically it requires calculating appropriate axis scale parameters (based on the data or on user overrides), scaling the data from 0 to 1 (between the calculated min and max), plotting the transformed data on a scale of 0 to 1, hiding the regular chart axis, and creating a custom axis based on the calculated parameters.
