Can I assign a keyboard accelerator for Paste Special/Transpose?

I do quite a bit of transposing from columns to rows in spreadsheets. I would
like to be able to simplify this process by assigning a keyboard shortcut
(accelerator) to Paste Special/Transpose. Is this possible? If so, how?
