Can validation input messages be locked in place?

I have cells that require validation. I've added input messages to clarify
the impact of the selections. The problem I'm having is that I would like
the input message to stay in its location if the user of my spreadsheet
chooses to keep the input message box open. When you scroll down the input
message stays on the screen even if you scroll to the very end. Very
annoying. Is there a way to keep it in a fixed location easily? For now it
looks like I will have to write some code...

That is a great question, and as far as my research has taken me, the answer
is no. It doesn't seem that there is any way to get the box to stay put. I
agree with your solution to write custom code; while it can be time
consuming, though, the benefits of custom code can be great, as I'm sure you
know. If I find out anything contrary to what I understand based on
documentation and MSDN, I will certainly let you know.
