Inserting Comments into Protected sheet
 

I am using Excel 2002. I had a spreadsheet that I have protected, but I
would like to insert comments or have others insert comments with the sheet
protected. I have unlocked that cell before protecting but inserting a
comment is still not an option. Is there a way I can do this, yet still
protect the other data?

Check Edit objects when you protect your sheet
This is working in 2002 and 2003
