When you go to
ToolsProtectionProtect sheet
Uncheck the option to "Select locked cells"
This forces the cursor from one unlocked cell to the next unlocked
cell.

I think this is what your after

If that option is not available because you are using an earlier
version of xl you will have to...
1. right click the worksheet's Sheet Tab then select "View Code" in the
popup that appears.
2. Go ViewProperties Window
3. In the lefthand column of the worksheet's Properties Window select
"EnableSelection"
4. In the righthand column on the same line click on the down arrow
then select "1 - xlUnLockedCells"
5. Press Alt + F11 to return to the worksheet.
