eliminate scroll bars where lists are short, show all choices

The example that prompted suggestion is the alignment tab in Format Cell
dioalog box. For both Horizontal and Vertical alignment, all but one of the
choices will show in the menu at a time. If the choice wanted isn't in view,
it adds another step to the process. Why not show all the choices? It's
only increases the length by one item.
