Cut & Paste ( Need Help )

Is there anyway to sove this problem.

I copy the data from A1 to A4, is there anyway to paste the selection into
A1 to B2 as follwoing outcome.

Question :
A A B
1 Bill 1 Bill John
2 Calvin = 2 Calvin Ken
3 John
4 Ken
