Default Prevent Hard Inputs

How can I programs cells such that in case a hard input is used in a
formula the cell turns red (using conditional formatting).

Hard input in a formula is:
"+" and any digit
"-" and any digit
"*" and any digit
"/" and any digit

Regards,

Frederik
