I have a very long Excel document and I want all the pages to have exactly
the same size border even if they differ in size. Can I set a border for all the pages at once? |

Excel doesn't have page borders. You could preprint the borders in Word,
then print the workbook on that paper. Or, you could use cell border in Excel, to create an outside border around groups of cells. However, the size of this border could fluctuate if the row height or column width automatically adjusted.
