Force Cell Contents
 

Is there a way that no matter what is typed in a cell, it always
converts to a value of 1? I know this can be done with VBA, and I know
how to do it that way, but I can't use VBA in this case. Any ideas?

Not possible without VBA, if there were a few set alternatives you could use
autocorrect but since you say anything it won't work. You could use
datavalidation to force someone to type 1
