How do a get a picture as background for some numbers in a cell?
 

I am trying to place a picture (a country flag) behind some cells to indicate
which country is reporting the numbers. When choosing "Format picture" I am
setting the color to "washout". Then I am chossing "send picture to back" in
order to make the numbers in the cell visible, but this does not work. I am
using Excel 2003. Than you for helping.
