Vertical Excel Scroll bar disappeared
In Tools--Options--View Tab, both horizontal & vertical scroll bars are
checked.
The vertical scroll bar will appear for awhile & then disappear.
I'm using MS Office 2003

Could it be that that portion of the window is just off the screen?

Window|arrange|Tiled
and resize the way you like

(just a guess)
