EXCEL HAS STARTED ROUNDING TO THE WHOLE DOLLAR
 

I am doing a time sheet and when I multiply the hours by the rate sometimes
the result keeps cents and sometimes it rounds to dollars.

What is your formula, what are the input values and what result do you get?
How is the cell formatted? What happens if you format the cell General?
