Default Floating Textbox

Can I make a text box stay on screen every time I scroll up or down? I would
like to build a spreadsheet that would have several hundred rows of
information. I want the users of this spreadsheet to color code each line
according to a given color legend. I would like for the legend to stay on
screen as they move to different areas of the worksheet so that they don't
have to continually scroll up to the top of the page. I don't want to use
freeze panes because the column headings for each area are different.
