selection of a cell in a page below the top page selects the range from
target cell up to equivalent position in top page. Is this a bug or a mouse
driver problem?

Mouse driver probably, btw there is a special newsgroup for excel 12 beta.
If you have a legal beta you can got to the beta page and get a logon id for
the newsgroup
