How do I calculate the "the 1st day of the month following 60 (or any
number of days) days"

Round up month
 
If you ALWAYS need to go to the first of the following month,
=date(year(today()+60),month(today()+60)+1,1). If that 60-day wait winds up
on the 1st and you then DON'T need to wait for the first of the following
month, make it conditional:
=if(day(today()+60)=1,today()+60,date(year(today() +60),month(today()+60)+1,1)).

If I understand you correctly, you wish to add 60 to some date, and then find
the first of the month of that new date.

=A1+61-DAY(A1+60)
