I need to create a small worksheet in Excel 2002 with say 20 rows & 20 columns.

The sheet will always be 256 columns by 65536 rows. You can Hide rows and columns to give the appearance of a smaller sheet. Got to row 21, click on the row number, hold down Ctrl+Shift and Arrow down, this will select rows 21:65536, right clickHide.
