How do I rotate a text box?
 

I created a text box over a small chart, and I want to rotate that text box.
How do I get the rotating button on top of the box, to move it how I'd like
it?

Right click on the top area and choose "Chart Options"
Then Titles and change Chart Title.
I never heard of a rotating button in Excel.
