Default assign a value to a range


I'm trying to assign a percent value associated with a dollar value
within a range.
How would I write this formula?

EXAMPLE:

LOCATI0N
B1 IF A1 = OR $10.00, 5%,0
B2 IF A1 < $10.00 AND = OR $9.00, 4%,0
B3 IF A1 < $9.00 AND = OR $8.00, 3%,0

Help appreciated.
